I always count the COULDS, the MAYS, the AS MUCH AS, and the UP TOs with all these doom and gloom predictions.
Then later I read of the "Than previously thought" BS follow ups.
A leading News Anchor in the USA said once,
"You tell tell the American public anything just so long as you start with "Recent studies suggest".

It's all about research funding, so those qualifications are calls for more money to do more of the same type of work.
