Are we paying people to be poor , and what is the definition of poor , the poor in the States live large compared to the poor in Guatemala where the poor live in cardboard boxes and dumpster diving is a popular sport . in fact this is the way the poor lives in 4/5Th's of the world , so are the poor in the States really poor or are we paying people to be poor in order to show the world that being poor ain't as bad as it seems .

One way to look at it if we put them to work they'd probably screw things up .

You, and we, are paying people NOT to work! Yes, in a way that is true, but the problem is that many of them no longer or never fitted into the labor-process. Germany has problems to staff all it vacancies but we still have 2+ million unemployed people. A survey recently showed that about 60 % of those long-term unemployed people have an IQ below of 60 or below. In the past there was a high number of positions where unskilled laborers could work under close supervision. Today more and more of these jobs are offshored or automated. So we have a surplus of these resources and no chance to re-train them. So what do you do with them as a society? You handle them like old or long-term sick people and take care of them as a society problem as not all of them can take of them themselves. In some other countries larger companies are forced to hire or keep hired people like them or pay 1,5 of their normal salary in a kind of punitive tax. That money is then used to pay for social benefits of these people. If you don't want them to day from starvation you have to feed them, one way or the other. Keeping them in their flats and giving them some living-standards prevents at least that they become criminal and commit crimes that cost the people in the end much more money.
