Of course he has no standing. And Israel wasn't even a state then - Herod didn't order the killing; Pontius Pilate did.

There's a guy who fascinates me. A middle level Roman bureaucrat who played no particularly critical role in history except be the guy who presides over a fairly minor trial, which years later ends up being considered one of themost important events in history. He probably spent the rest of his life placidly not thinking about Jesus Christ, particularly when he got back to Rome and a cozy promotion followed by retirement. Two thousand years later his name is recited daily in Christian churches the world over, as part of the Apostles Creed. It just goes to show you, even government workers can score big!
