Can't speak for all reservations, but the ones I know about do have their own tribal laws, tribal councils, and police officers. Should they, however, also break US law while off the reservation, the US takes charge. I'm not sure who has jurisdiction should they break US law while on the reservation, but i imagine it would depend on the crime....

The Criminal Code probably doesn't use race as a factor in sentencing.

I believe for one crime, there should be one punishment. Anything different is showing prejudice. That another group thinks they can have a different set of rules is out of the question. Just wherein did they think they are special? I don’t buy this “but we were abused 150 years ago” crap, so we should now receive special dispensation".

Many blacks feel , thanks to the 1964 civil rights bill that they are entitled to everything that's not nailed down other blacks think that they are Americans and feel that working for a living is a good idea , guess which group gets all the attention , one thing that is slowly sinking in to the black brain is that Hispanics have passed them by in numbers and are begining to get the bennies usually reserved for the black .
