If the U.S. wants a policy with the middle east then the President needs to come up with one , the only one that can establish a foreign policy is the President and this President thinks foreign policy is a vacation to Africa .

But, Tet, we DO have a foreign policy that pertains, not only to the middle east, but to the entire world.
Simply put, our foreign policy calls for pissing off our allies and kissing the asses of our enemies. This policy is implemented in many ways - making threats that we never intend to carry out - snubbing the heads of state of our allies - bowing to known dictators (watch to see if the US Flag is dipped at the next Olympic opening ceremonies) - closing embassies around the world to divert attention if the heat is getting too much at home -and, leaking classified intelligence operational details if these details make the administration look good and classifying those details that make it look bad.
Domestic policy follows the same lines to include lying to the citizens about the effects of favored bills passed by the government - suing states over their desire to enforce state and federal laws - harassing political opponents by using the power of bloated bureaucracies (EPA, IRS, TSA, etc) and doing all possible to stifle economic growth and energy independence while dictating minutia in the private lives of all citizens (how big a tank you can have on your toilet and what kind of light bulb you are required to use in your home)
See we do have policies!!
