Given the TOTAL overwhelming superiority of the RN Home Fleet, the possibility of the success of 'Sealion' was NIL! Said that many times in the past and the chance of more than a few lucky peace lovers, NONE would have set foot on English soil.
NIL Royal Air Force, and NIL British Army, the result would have been the same.
Even Admiral Sir John could have guaranteed it. EASILY!

I will fight them on the beaches in the streets the 'Lo's and bordellos I will fight them every where , unfortunately the beaches and streets were in France but it sounded good .

Your question was would England have had to surrender, and if the convoys kept arriving they could NOT be invaded, simple as that. They could not defeat Germany under that situation, but that is another question, answered by history.
She remained an "unsinkable aircraft carrier".
