According to the news, he shot his commander and fellow soldiers, then, with a bullhorn, loudly announced to the South Korean guards that he was coming over. It's too early to say what's going to happen, but he will probably be given asylum.

ROK will give him asylum. I don't know if he's just a defector who shot his colleagues to escape or a psychopath, so I can't say if he is a danger. Many defectors from communist regimes, AFAIK, are normal people.
