This is the Chinese version of the US 'Good Neighbour' policy, and a new chapter in the book, 'How to Win Friends and Influence People'.
It leaves just about every country within bomber or missile range having grave doubts about China's foreign policy and aims for the area over the next couple of decades. It will be a factor in all discussions and economic deals from now on.
Unless those countries are REALLY stupid, it will find its way into the Defence budgets, Treaties, and Foreign Policy of all of them in the coming years.

The book I recommended, Twilight of Abundance, predicts that China wants to get involved in armed conflict somewhere in the region and named Japanese and/or Vietnamese territories as the probable strategic targets. The theory is that China would like to humiliate the USA to show Asia Pacific nations that China is a new top dog power. The author suggests that the conflict will take place years into the future but with some mischief entered into in between times.
There is also a section written by an Australian former defence forces officer on the China factor.
