The government wants to reinterpret the constitution so it can send troops to help its allies. I would agree with the government, but I'm not sure its Supreme Court would allow it to interpret the constitution that way.

Last time the Japs sent troops too help its allies we had pearl harbor , the Americans hand crafted their constitution with no provision for change .
