I would disagree - the government is relatively clean, though it is dictatorial.

Singapore under Lee Kwan Yew was possibly a benevolent dictatorship with some democracy, but under his premiership an island nation with no natural resources, not even a fresh water supply (water brought in via a pipeline from Malaysia), has become a powerhouse economy, debt-free with funds invested and continuing innovation to boost prosperity of citizens.
Haircuts for long haired tourists were enforced, but citizens were also demanded to obey the laws including petty things like not dropping cigarettes on streets, no spitting, etc. But they had a government sponsored housing scheme that enabled tenants to become owners. Vagrancy was not permitted. And freedom of speech was limited if directed at the political class, notably the leaders. However, the iron rule but mostly fair and reasonable created social harmony and wealth for many. Education became a top priority for citizens aimed at creating a society of wealth creators.
By no means a perfect system of government but given the circumstances very effective.
