A lot can happen in 18 minutes take the sinking of the Lusitania for instance in April 1915 one torpedo from a German Submarine sank a ship 740 feet long displacing 44 thousand tons in 18 min.. drowning over a 1000 people how was this possible .. well you have to consider the secondary explosion the one that blew OUT from the ship .. the Empire thought they were being cute when they loaded tons of munitions aboard the ship and it might have worked if that idiot of a Captain aboard the Lusitania had been doing flank speed off the Irish coast as he should have been doing he had been warned of U-Boat activity ..

There is a conspiracy theory stating that the British did it deliberately, to entice the Germans into doing what they did, so as to drag the US into the war.

Don't know about a conspiracy but it's certainly a possibility ..but it would have to be between the Empire and Germany and that's unlikely ..
