Very clever, seen some of these before and I wonder at the thinking.
Common sense should tell them that in early to mid 1942 at Midway, the threat of Japanese carrier based attacks would be less than minimul. Seems to display little faith in the USN and USAAF. A half dozen squadrons of P.40s based around LA would have done the job of deterring peace lovers.
I wonder who paid for it all.

But, in 1942, no one could know for sure what the Germans and Japanese couldn't do, and, after Pearl Harbor, the Americans wouldn't have wanted to be complacent, so these measures were understandable.
